Question to clarify private sale of a firearms magazine

Wait mags are ammo?
So if I have an empty magazine in a gun it is now deemed loaded? -
Mags are defined as "ammunition" only in conjunction with prohibited persons.
If you aren't prohibited, mags are still mags.

Just for clarification:CALDOJ doesn't have a legislative mandate to register magazines. That has to be driven by the Legislature through new statute. However, unlike firearms, since mags have no individual identity, this might be very impossible to accomplish.
You can't "re-register" mags because they aren't registered now.
