As of a few days before the pick up I hadn't received the stamped notice. I believe the time from completing the LEGR app to pick up was just under 30 days. The ATF Agent I was trading e-mails with told me "no problem, just come get your guns". When I arrived they pointed me to a room, I grabbed my guns and after a brief check out left with them. There was no "storage fee".

Whether a person ought to have guns or not I'll leave for others to comment on. But the process should be simple - do the LEGR, get the approved release back and pick up the guns. A storage fee being charged seems to me a method PD is using to discourage a person from reclaiming their property. If they don't do it for a bike or a TV they ought not do it for a gun.
I was also taken aback by the "Storage Fee" and briefly questioned it in an earlier post, but then thought better and researched the legality of the fee. As it turns out, agencies are permitted to charge a fee for the release of firearms, but only in the amount that covers their expenses. The fee does appear on SAPD's website. But I'd be hard pressed to see how they could support that high of a fee based on their expenses.

I've heard of so many guys from the OC getting 5150'd lately. I dont know what it is with them. Bunch of drama queens.

OP, your friend has issues. Maybe you should keep your distance and try to steer him toward professional help.

No woman is worth shooting yourself. OP, your friend is weak minded and has as much business owning a firearm as I do running a nuclear plant. He should be banned for life and seek long term psychological counseling.

Having a FFL pickup the firearms would be cheaper than the storage, but with all the other issues, the person is not going to be getting the firearm back. Typically it is not cheap to have a FFL pickup the firearms as it can take a lot of time and effort. I have picked up firearms from the LAPD and it is not worth it. There is a local place that will pickup firearms and then sell them for the person, but I doubt that they would go a long way for a cheap firearm.

It shouldn't cost him so much just to get his gun back, I hear you there. But I agree with everyone else, he shouldn't have one right now, maybe shouldn't have had one to begin with. He shouldn't get one again until he's healthy.

For once these laws make sense - except again, for the overbearing expense part - people make mistakes and can get better and wiser, they pay for those mistakes in a number of ways, but 600 bucks is rough.

Most people just hold the rifle and have the Police shoot them. It's probably easier.

So after being involuntarily held by the government because he was an imminent threat to self and others, one of your first acts with him is to attempt to put a gun in his hand. I don't mean to be rude, but Jesus Christ, dude - do you generally have really poor decision making skills, or did you just not think this through?

                          Let's think this through:
                          • Responding officers to a 911 call found sufficient evidence of domestic violence to warrant your friend's arrest.
                          • A judge found your friend is a continuing threat to the alleged victim's safety and issued a restraining order barring him from possessing firearms.
                          • After being released with a TRO, your friend presented a weapon and threatened to kill himself.
                          • Responding officers took him into custody on a 5150 hold and seized his weapon.
                          • Upon arrival, the intake personnel at the mental institution conducted an evaluation in which your friend had due process and other legal protections, which he acknowledged in writing, and they still detained him.

If he's really your friend, stop fertilizing his persecution fantasy and check out some resources by the National Alliance on Mental Illness. Be part of his recovery.

How old is the "buddy"? The male brain isn't fully developed until mid twenties.
A $100 mosin is the least of your buddy's problems. I've spent $100 on a first date and was glad to never have to see the woman again.

Long story short he attempted to commit suicide with a mosin, police came took the rifle and he was sent to a psych ward. He was cleared a few days ago so he asked me for a ride to pick up the firearm from the station. He was told he needed to pay a fee to DOJ for the release and wait 1 to 6 months for a letter with a golden sticker, Once he gets the letter the firearm would be released. Only catch is every 30 days the firearm remains in police custody he will need to pay a 100 dollar storage fee (6 months = 600). I called a FFL to see if we could get it transferred but I was told it would be to much red tape and the cost would exceed the price of the mosin. A few days she also placed a restraining order which bars him from owning the gun. When I told him about apps he looked confused and did not believe me when I told him the DOJ would come for his mosin if he got a hold of it.

This is the kind of crap those communist have established in California. If you get arrested the DOJ will make it way to costly to recover your property on purpose. As for the mosin it was a plain 91/30 that now belongs to Santa Ana PD

although this did not happen to me the thought of loosing a collection would be enough to make anyone stomach churn.
There is something seriously wrong with YOU. If you really cared about your "buddy," you wouldn't want his to get near any gun.
