Handheld engraver should work fine, insofar as marking it in accordance with the law... but it probably won't look that great.
I've seen at least one person use steel stamps to some degree of success, but you might break your receiver in the process.
It's generally a better idea to just take it to a professional engraver, unless maybe you need to a lot of them. Most engravers I believe charge somewhere in the range of $30-$50 per firearm. For the typical person doing 1-4 receivers, it just isn't worth trying to save money doing it at home.
