Got through, first attempt. Not enough of us are calling. The lady was very polite. I voiced my opinion and she thanked me. Noted my name, number and city and said she would relay my message.
No phones were ringing off the hook...please folks, get the word out to your friends and make some calls.

FWIW, I've called at times when people were having trouble getting through, said they heard phones ringing off the hook, etc. and gotten right through and not heard any phones ringing in the background. Doesn't necessarily mean that we're not calling enough.

A little late here, but I emailed his address, tweeted to him (https://twitter.com/DrPanMD), and FAXed both his offices via HelloFAX (https://www.hellofax.com/?ref=ae8f5695) -- the beauty of the internet FAX services is they keep trying automatically until the FAX is sent. Both of them went through, according to the FAX service.
