So the updated text says " the bill would define “machinegun-convertible pistol” as any semiautomatic pistol with a cruciform trigger bar yada, yada, yada...
and continues "A machinegun-convertible pistol does not include a hammer-fired semiautomatic pistol or striker-fired semiautomatic pistol lacking a cruciform trigger bar, which instead has a trigger bar that is shielded from interference by a pistol converter." (track changes removed).
and.,,,, " (c) This section shall not apply to any of the following:

(3) A private party to private party transaction conducted through a licensed firearms dealer pursuant to Chapter 5 (commencing with Section 28050)."
So, for now, subject to further changes, does this mean that only sales from FFLs are restricted? PPTs are OK?
The law applies only to "cruciform trigger bar" based semi auto pistols? Are there any other pistols that use the cruciform?

The Roster requires that an approved firearm be made exactly the same way as when it was safety tested, with no changes allowed.
Every part, every pin, every spring, every process has to be made or done exactly the same way.
Colt (finally) upgraded their manufacturing process to CNC mill the frame rails for more consistency.
CA said this meant it was a "new" gun because of the manufacturing process change and so it had to be re-tested for safety and include all the new safety features.
Colt wasn't about to redesign the 1911 to meet CA standards, so perhaps that was Colt flipping the bird to CA.
To my view, it was CA, through the roster, who saw a chance to remove a firearm from sale in CA.
It was CA who flipped off Colt and CA gun owners by using this better way to manufacture a part as the "safety concern" reason to end the sales here.
Manufacturers use the CIP concept, which is Constantly Improved Process.
(Kaizen if you like the Japanese flavor).
How to better make a part, streamline production, cut waste or costs, etc.
Ruger, S&W, Colt, Glock and many others use CIP every day.
It's not in their business model to leave manufacturing stuck in time.
Also, many companies outsource parts such as pins and springs, it's impossible for them to control everything at the sub-suppliers.
They can't comply with CA's requirements, at least not for every single model they make and certainly not forever.
This is the hidden intent behind the Roster language, to eventually see all CA model semi auto production stop, as the manufacturing cycle for each old, rostered model eventually ends for whatever reason.
The addition of the impossible Microstamping to the Roster requirements was going to be the end of any new semi auto sales in CA, so eventually there would be no more old guns being made and no new ones being made either.

So the question is, will buyers pay insane prices for probably the most generic common handguns on the market, just because the state told them they couldn't buy a new one? It'll be interesting to see. If it gets in front of St. Benitez, he will block it, then the 9th will uphold it, then it'll be petitioned for Certorari to SCOTUS, then SCOTUS will debate it for a year and then turn down taking it. Plus, the circus show in the court, where state will be claiming, that the cruciform trigger is not a firearm, rather an optional accessory, thus not protected by 2A.Comment
