      To me it's clear what she's saying: Hand over a billion dollars or we'll riot and then you'll be sorry! (I love how she throws the word "injustice" in there. Yeah if I don't pay her bills, it's an injustice!)

      Even harsher austerity measures are coming to Detroit within weeks, which is about to be placed under an autocratic emergency manager. Detroit's "community activists" (codeword for black leaders) are also threatening civil disobedience (code word for riots):

        Actually, he's making a "promise." Every time someone says that they're going to do something to me, they say, "That's not a threat. That's a promise." Which (of course) means that its a threat.

        So, yes, Jesse Jackson IS making a threat.

        Ms. Tyson is not quite that clear, but I'd be willing to bet that only because she's more cautious that Jackson. Also, having someone come in and "fix it" will almost certainly mean that Jefferson County will get the same type of takeover that Jackson is whining about.

        Real soon, its going to be a hot time in the old town(s) tonight.

          Yeah obviously. Anyway, the finer semantic points don't matter - of course they are making threats of what they will do if the money doesn't show up.

          I read her statement, along with her title of "community activist" (who are often gang-affiliated) as a clear threat.

          Doesn't have to mean that. Federal dollars might come under some much more flexible program, like loan guarantees, grants of some kind, who knows what. The whole thing with Detroit is happening because Michigan has an emergency manager law. Not all states have that (does California? IDK).

          Ms. Activist there is hoping for a no-strings Federal check, as opposed to a state administrator take-over, and she's going to give the go-ahead to a riot if they don't get the money. Same thing with Mr. Jackson: he's basically demanding a Federal bailout so they can avoid the indignity of an overseer.

          In both cases, they're demanding the money "or else". I, personally, have no qualms about the "or else" aspect. If they want to burn down their own cities, that's not my responsibility, not my problem, not my business.

              Yeah, that's the way of it with "activists" it seems. Just a matter of when at this point, I guess.
