+1 on your analysis. I worked at Oxnard & Lankershim when the shootout happened and remember exactly what the LAPD did when they went over to B&B to get some weapons.
During the Northridge quake my dad and I were both carrying pistols in holsters and were looked upon favourably by the LAPD. At our house we had a generator and had lights on by 4:45 in the morning. Came daylight we had close to 50 people sitting on our front lawn being given cups or tea & coffee as fast as we could make them. When the LAPD drove by and asked if there was anything we needed we chatted with them and they gave us the thumbs up for being a help as opposed to a hinderance.
