    McCarty....again. He's been on a mission to get rid of CCW here for awhile now. If I remember correctly, Brown vetoed one of his bills saying it was the result of a personal vendetta against Sacramento Sheriff Jones...but I could be wrong.

    On a side note...he is one ugly SOB.

        Reflecting...that audit was probably more about determining the maximum cost of supporting CCW so that the same costs could be imposed on every department, and the applicant to support the maximum directly through fees. We now see this as his intent via this bill. Efficiency and rights be damned.

              Interesting item in the bill - they have to charge the reasonable costs, but the additional fee, if any, has to be sent to the city or county treasury.

              As it doesn't specify an account, the sheriff might be able to get it into the account to cover costs. Some counties, however, might just take that and use it elsewhere and make them ask for more at budget time.

                McCarty is certainly on a crusade to eliminate concealed carry in the state by making it far too expensive for most people to afford. It is part of his anti-gun animus. And yes, he has a history with the Sac county Sheriff. As I recall he was the one pushing to cut the Sheriff's budget as a way of reducing the issuance of ccws. It didn't work, and he has been on a high horse ever since. It was his idea to select LA to be included in the audit because he guessed--incorrectly as it turned out--that the cost of administering its ccw program far exceeded the income generated by the fees charged, which in turn would have provided the basis for this current bill. Moreover, I would think that the cost of enforcing the ccw law would not be terribly high, since on average ccw holders are quite law abiding.
