The Doe Run plant does not produce lead for ammunition. Its product is used in the medical and semi-conductor industries. Most lead used in ammunition comes from recycled products.

What I'm referring to is the EPA. ban on manufacturing all lead ammo in the US. Also the military switch to copper bullets. As in shutting down the Doe Run plant in Missouri. My Question does a EPA ban stop the legal sale of ammo or just manufacturing?

Don't let the mental midgetry get to you Tim. It would seem some have nothing better to do than vomit stupidity via keyboard.
There is no such EPA sponsored ban on lead bullets. Doe Run was shut down because the plant didn't meet the new EPA air quality regulations. The price tag for the retrofit was around $100 million and they didn't feel it was worth the financial risk.
The military is Indeed experimenting with "green" bullets which is undoubtedly the dumbest PC agenda on planet earth. But that's not secondary to EPA regulation.. Yet.
California does have a new poorly written law pertaining to lead bullets of any variety being used while hunting. It clearly addresses hunting alone. So for purposes other than hunting you're good to go.
In any circumstance, stack it deep and tall. I think all the fud and sky is falling rhetoric is going to keep ammunition and bullet prices up for a while.

ummm, no. It is only a ban on lead ammo being used for the take of game animals, not a ban on lead used target shooting and like Divernhunter said it is to have full implementation by 2019

From the important part of the text of AB 711:

(b) Except as provided in subdivision (j), and as soon as is practicable as implemented by the commission pursuant to subdivision (i), but by no later than July 1, 2019, nonlead ammunition, as determined by the commission, shall be required when taking all wildlife, including game mammals, game birds, nongame birds, and nongame mammals, with any firearm.
