It is so simple 3-step solution here:

Restart your computer and press F8 several times. Then Run in SAFE mode without internet. Then click on a admin/profile account and sign in.

Open Control panel go to system and security then click on restore your computer to a earlier time.
Then select a time and restore your system to a earlier time.

Once your system restarts run a Anti Virus if you have one if not you will be fine.

The virus posts up a wallpaper saying you ran afoul of the FBI and they're holding your computer for ransom until you pay them via CC. You know, because they totally do that instead of just arresting you.

The suggestions above are good ones. My daughter's PC got this malware as well.

I used HitmanPro (http://www.techspot.com/downloads/1278-hitman-pro.html) 30-day fully functional free trial. The hijack message comes up on the screen, then Hijack clears it and lets you into the PC so you can download malwarebytes.

You need to put Hitman on a USB drive and set the computer to boot from the USB drive.

It's a PITA to remove. I wish I could find whoever writes this stuff and ask them to hold my bullets for me....downrange.

Use another computer go to file hippo.com
Down load malware bytes on a USB drive
File should be mbam.exe. Or something close
Put on infected computer if it asked to update say no for now run program

              Pretty sure this will work

Oh if only it was that simple...
                1. Does not always work especially if there is interferrence.
                2. Not everybody is set to have system restore. I do not have space on mine.
                3. Sometimes doing system restore has other unintended effects on other things. I would only suggest it as a last ditch effort.
                4. just because you start as administrator does not mean that things will not , well, I will end the list here... Do you do this at your work or in the black and orange van? (yes that was rhetoric...)

As for droppers, yes, Many times too you will catch the viral code, but not the tsr or whatever is running that will still pull down the file and try to drop them all over in your windows directory. It may take a few days or weeks before that gets caught and wiped out via updated programs unless you hunt them down yourself.

I know somwhere down the road there may be nasty stuff like this for OSX, but for now I'm glad I switched many many years ago.

I'm locked out of my pc as well with this same virus only in DOJ form. It won't allow safe mode , just goes back to safe mode option screen. It does take about 3 mins for the DOJ screen to pop up, but during that time , the run window Won't pop up, task manager won't, system restore wont, but I can do some things. I ran a scan with Defender , all clear.

This doesn't work, I just offed it on a co-workers laptop. I F8'd, loaded into command prompt, ran regedit and looked up "winlogon" entries. Found one that referenced an odd startup and changed it to explorer.exe

Windows loaded normally and then I ran Malwarebytes. If you're not Windows savvy - follow the thumb drive advice below. More detailed instructions on the thumb drive advice can be found on Google by searching "remove FBI virus"

                            Good luck!

One way to get to System Restore when you have the FBI/DOJ viruses is to hard boot your computer. It will ask if you want to run in safe mode due to the "improper" shutdown. Select safe mode with command prompt. At the command prompt type " rstrui.exe " then hit enter. System Restore will start.

Download Darik's Boot and Nuke on a clean PC and burn the bootable ISO on a cd.

Restart bad computer >> boot menu >> make cd drive boot first. >> insert CD >> wipe the hard drive.
