I would say Kindle Fire. Root it and put on a different boot loader on there so you have access to the actual Google Play store and use it as a normal Android tab.

Right now the 9" Nook HD+ is on sale. $179 gets you the 32gb model. Im pretty sure there are stock android images available for it.

BUT, when you get it, make sure to wipe out the OS that comes with it and put on GLAZED Jellybean. It is SWEET! (no pun intended)

I have a budget of $150. It's a birthday gift for my wife from her mom. I've asked her several times if I could add money to the pot so we could buy a nexus 7, but she said "NO!"

It looks like at this price the name brand offerings are really just fancy beverage coasters. I've done some looking around at the "off brands" and the two I see the most positive reviews on are Ainol and PiPO. Anyone with experience with either of these brands or any other recommendations?

Get one in your hands and see... I use my ASUS TF300 a LOT, but in all honesty there are many times where it was very close to becoming a $350 frisbee. Sometimes this thing is just miserable. Quad core yadda yadda all this crap and its still slower than an old EEE with an Atom. The only reason I bring this up is the TF300 is, I think, still over $300... and its not so great. I don't know what kind of tablet you will get for only $150, save a used or refurb.
