What you should do, is to remove the motherboard from the case and put it on a non-conductive surface (eg. the box which the motherboard came in). Connect the basics back (eg. just the CPU, RAM and video card), then see if the motherboard will POST.

Sometimes, PC cases has poorly machined parts in the motherboard tray/installation area or you could have a motherboard standoff in the wrong location, causing a short and hence no POST.

Got a mobo speaker it's giving me three beeps telling me there's a problem with the ram. I take it I tested the psu wrong? How should I test it?

Make sure both sticks of RAM are installed per the attachment.

The PSU thing makes me think you are trolling. I REALLY want to know how you measured watts. With a typical multimeter, you can test your PSU pins for voltage, that is about it.

There are no Watts without load (amps). Watts = Volts x Amps. Instruments that measure watts are not typical. Most multimeters only measure volts (AC and/or DC), continuity, and resistance. To measure amps, you must have a clamp-on meter (looks kind of like a carabiner) that you place the wires with load inside. If you have this type of meter, and know how to use it, you should have the skills to be able to figure out your own problem.

If your getting beeps, it is not likely the PSU. Does the PSU fan spin? Your other fans spin, right? IF you really want to test it, try the paperclip test..

Well good news guys I got the damn thing to boot up and load windows. I was having a bit of issue with sound not working and my wireless card didn't seems to work but at lest it was booting up. So I had a celebratory game of shogun 2 to check out the graphics and it was quite nice. This was last night/this morning before I had work. Well now that I've come home from work and played a bit more shogun the game minimized itself but still had the cursor up I tried alt tabbing closing te program and all that jazz to no avail so I hit shutdown and figured I would restart it. Well when I restarted it all I got was a solid white line in the top left corner and the number 99 in the bottom right... Sigh just not my lucky day I suppose. So yay new problem and I'm too tired to bother with it right now.

As far as the multimeter thing goes ill try and take picture of what I did though that maybe hard.
