Loading mag behind safety line?

Depends on the range. Some don't want you handling firearms or ammo during ceasefire. You should be cleaning up your brass that landed behind the line during that time anyway.

No need to worry about that at Angeles, they do a good job of stealing your brass for you. I mean...cleaning...

Never had a problem, but then again, we don't bring the gun with us when reloading the mags on the work benches. And besides, how else are you going to reload 5 pmags and like 8 enbloc clips, they aren't going to reload themselves during a cold range... D:
Indoors, it's a bit tricky when you are sharing a lane. One goes and reload his mags, the other will be shooting. Then we change spots. Had like 3 handguns and 2 revolvers out on the lane... That was what got us in trouble though... Kinda stupid for us also, so we just lock it each time we want to use a new gun and place them on the work bench and not just laying out...

Just make sure you don't load them in front of the safety line Seriously, what other option is there?
