UPDATE - August 4, 2014
I have my ammo and the previously unnamed vendor is Target Sports USA (http://TargetSportsUSA.com). I am unhappy with FedEx, but am very pleased with how the situation turned out and how the vendor treated me in this transaction.
FedEx still refused to honor the insurance, but Target Sports USA agreed to reship the ammo on their own dime. I now have the ammo in my possession. For those that thought that I was foolish, fine, but I was never out any money (I had plenty of time to dispute the charge) and I wanted the transaction to go through as I originally planned. Yes, it took a few phone calls and emails, but many of you that read this make the trek to Walmart for your ammo - that costs more time and money than my few minutes of free conversation.
So kudos to Target Sports USA for not treating me like a criminal and for going above and beyond. They lost money with me on this transaction but will benefit from my future business.
P.S. their website doesn't have a "signature required" box to check, just enter it in the special instructions box.

While the story is still unfolding, I thought I would share my experience with others as it may prove useful.
On June 17 I purchased $600 of 5.56 ammo from an online vendor and paid for shipping insurance but there was no place to request signature-required. The product was shipped promptly via FedEx and the delivery made ... at least according to their system. I had three family members home that day and a dog - nothing was delivered. All places around the house were checked, I live in an upscale neighborhood, and my front door is not viewable from the street, so it is not possible to see a package sitting there unless you walk up.
I notified the vendor (name to be given when this is resolved) and reported the problem. They contacted FedEx who promptly called me collecting relevant information and letting me know a trace/search was started. Three days later I was called back by FedEx and they said the package could not be found and I needed to contact my vendor for reshipment.
Vendor contacted who assured me they would honor the insurance and ship out more ammo, they just needed to "check with someone in the warehouse."
Days later, no reply. I emailed two times with no reply. I then called back and spoke to a person who indicated that FedEx had rejected the claim and that they probably wouldn't honor the insurance, so I would be out of luck. However, they needed to again check with someone in the warehouse (owner?)
I called back today and they said they have resubmitted the claim with FedEx, this time with some additional assistance from their local FedEx contact.
Thus far, I have had spotty responsiveness (phone excellent, email poor) and a retracted commitment to honor the insurance. It also has been almost a month since the purchase so I called my credit card company who assured me that I had 60 days to file a claim. I could have started the process today but chose not to as I want to keep the activity at the vendor moving along - I don't want to alienate them if it is unnecessary.
I will give this another 1-2 weeks. If by that time there is no positive action, I will dispute the claim. If I get my product, great. Either way I will update this post and name the vendor.
It is clear that the vendor did not steal/lose/"misplace" the ammo - FedEx did. However, I hold the vendor responsible for honoring the insurance I PAID for. If FedEx won't pay them when a package is lost, then they should not be offering the insurance to their customers.

Why would you leave an item unattended when someone requests a signature to be delivered. Alas, upon receiving the email that it was delivered, I get home and there's nothing on my front porch. WTF. Basically I suspect that either the driver or some other wonderful individual snatched my isht. Through UPS anything under $100 is covered, so we will see. Put a claim in with UPS. I don't have an issue with the vendor and wish to use them again. What sucks is that the ammo was crazy on sale. Pretty. Friggin. Frustrating. I empathize with you, OP.
