Let's be precise here.
Buying magazine kits just because it was legal doesn't mean that the *manufacture* of standard capacity magazines was also legal. In that respect, those who bought magazine kits just to assemble them were not using any loophole, they were simply breaking the law. No different than going out of state, buying magazines and bringing them into CA (the "importation.") Your LGS has a point here - using rebuild kits to manufacture standard capacity magazines has always been illegal and the new law only made it more difficult to break the law.
However, this doesn't compare to SSE - it's a set of steps to modify a firearm where *each step* is legal and both the initial and final configurations are legal. I don't blame LGS for not wanting to do it as a business policy, but it's shameful if they try to cover it up by claiming that it's illegal, or compare it to something that is clearly illegal.sigpicNRA Benefactor MemberComment

No. Even if they tried to create a law that would make SSE retroactively illegal (which wouldn't pass legal challenge, but let's just pretend for a moment,) you would sell your gun to a friend who would sell it back to you to clear the "SSE" flag - once you PPT, it's roster exempt for a different reason.sigpicNRA Benefactor MemberComment

The best way to go is to find someone who operates out of his house or office and does SSE's almost exclusively. That's what I did and believe me, there's usually 3-5 other guys at his place waiting on his couch for their turn to do paperwork. Forget these shops that refuse to do a SSE. The only reason I go into them is to hold a CA version of the gun I'm about to SSE!Comment

How is it illegal to do something the law permits?
You can lower your taxable income by many ways a) morgage interest b) giving to charity - and a zillion other ways.
Is that a loophole? People have talked about eleminating a&b above to raise tax revenue - but few would say taking those deductions are "illegal"

I'm sorry, but most lgs employees are not the best and brightest. Most seem to think simply standing by guns all day makes them an expert. Do not take their opinion on anything and do your own research.
I had one guy tell me my ar pistol was illegal. Really? What makes it illegal Mr. Expert? He couldn't even articulate a reason. It just was...Comment

They honestly do believe that it is a loophole and that the government is going after the SSE shops. I know these FFLs personally, that is what they honestly believe. They truly fear if they were to do it (which they don't because of lawyer advice and a lack of understanding) that the DOJ would shut them down and charge them with a crime. Many of the "old timers" just cannot comprehend how one can take a non-approved handgun, put a long barrel in it and a single shot magazine, call it exempt, DROS it, deliver it and then return it back to normal. To them that just sounds fishy.

That's another loophole.
I don't know what you guys have against the word "loophole." How many of you are really crazy enough to believe the Legislature expected and intended people to buy and use tens of thousands of AR-15s with magazines that can be easily released by almost anything that isn't a finger?
How many of you are crazy enough to believe the Legislature expected and intended folks to buy off-roster handguns that have been crippled in some temporary manner, so they could quickly and easily uncripple them when they completed the ten-day wait?

When I inquired about SSE at one of my local shops, I was told that the DOJ is so pissed off that people are getting around the law that they will be going door to door to make sure that SSE'd pistols are still in single shot configuration. If they aren't, you are in serious trouble!Comment

I transferred an STI in a .308 single shot dominator configuration. The DOJ was interested enough to contact the shop and stop by to inspect the pistol because of the caliber. Once they saw it they laughed at the configuration but agreed it was compliant and could be transferred.Comment
