    Dros before 12/31/13

    As long as I start my ten day wait period before new years eve, I avoid registration, is that correct? Or do we need to finish our ten day wait by 12/31/13 to avoid the registration list?? Any info?

    I was told that the last day to DROS is 12/21/13

    I do not know if this is in fact accurate, but the way it was described to me was, the gun is legally transferred to you on the day you pick it up. You sign and date on the day of pickup (date of transfer). That means that the last day to have a long gun transferred to you before Jan 1st 2014 would be on Dec 31st of this year. That means you would have to purchase the gun and start the 10 day wait on Dec 21st, at the latest.

      No, the firearm is NOT yours until you pick it up, therefore the registration is required at the time of pick up.

        Good question, but seeing how the firearm info is submitted with the DROS at time of purchase, I'd guess that the 31st would be the last day.

          You must pick it up on 12-31. The firearm is not yours until AFTER the pick-up date.

            Does any additional DROS information get submitted when a firearm is picked up after the 10-day waiting period? I was under the impression that long-gun registration info is only submitted with DROS, which occurs at time of purchase or transfer.

              I don't think that's correct. The Wiki says "Beginning Jan. 01/2014". If you DROS before that, AB809 does not yet come into play. It really has nothing to do with when the firearm is "yours". The registration info is collected and submitted during the DROS which is done on day one, not day 10. I briefly skimmed through the AB809 text looking for something to prove either one of our opinions correct or not, but didn't see anything. Do you happen to have a link handy?

                  If you guys take a look at that DOJ memo pertaining to the new DROS process starting 2014, I think it mentions something about 2013 DROS submissions that carry over to 2014 will show up on the new system BUT with very limited/non-descriptive info on the gun(s). So logically, I think the below is correct.

                        The law takes effect Jan 1 2014. That's the answer. Other people seem to worry about the 10-day wait - without seeing any direction from DOJ, the new data-collection is part of the DROS process that begins next year. DROS info sent in in 2013 will not have detailed long gun info.

                          These dates are flying around because gun stores want to sell as many guns as they can. The DOJ memo pertaining to the new DROS process starting 2014 specifically says "long gun transactions received prior to January 1, 2014, will be transferred to the new DES, but will be displayed with very limited information, since long gun information has not been retained by the department." This means that if you do a DROS prior to 01/01/2014, the information will be limited, which pretty much means nothing at all will be retained.
