Yes.. you both have to go to an FFL and do a Private Party Transfer. Cost is $35.
The $19 form is for people that are related to each other. (family)
That form is here:
But it won't work for your situation.
It will not be a problem selling the 9MM to you.
They don't check the registered owner out or even if the handgun has ever been registered. All they want is for the NEW OWNER (you) to get checked out (10 day wait) and they will register the 9MM to you.
What the seller needs:
A Drivers license or California ID.
Nothing else.
What the buyer (you) need:
A Drivers license and a 2nd form of proof of residence, like a Car Registration that has your name and address on it that matches you drivers license.
A HSC card. (you must have a handgun safety certificate) cost is $25 from a FFL. Simple test.
$35 bucks for the FFL.
Wait 10 days and go pick her up. At pick up you will do a gun safety check and be required to buy a gun lock. (make sure the magazines are 10 rounds or less; some of these older 9MMs had hi caps)

I do condone many activities that are a constitutional and god given right - that the treasonous gov official has declared "illegal". Owning certain pieces of shaped plastics and metal are illegal...Not having enough USA made products in a foreign made machine..illegal.. Not being able to buy a new handgun owned by an FFL that's brand new -more then 1 every 30 days is retarded. But you cant really do it unless that FFL is willing to lose their license.

How did you check the serial number? I thought this was done during the DROS.I am new to the private party gun scene, so I wanted to get some info before I pulled the trigger on this.
A co-worker of mine has a 9MM handgun that has never been registered he wants to sell. Checked serial number and it comes back clean.
Now, my question is do we have to go thru a FFL and register it? Or can I keep it unregistered here in California? He was also talking about a DOJ form I can feel out and do it that way that only costs $19.
Can anyone enlighten me on this a little more, was looking some stuff up online but couldn't get a real solid answer on this.Comment

Thanks for the info guys. In no way was I trying to condone any illegal ativity what-so-ever. I was simply trying to get the answer I thought was correct, so I don't end up doing something I don't need to that is not the legal way to do it. The whole "unregistered part threw me for a loop since it is a handgun that was before the time you had to register everything and hasn't beem since it came in effect. As for getting the serial number ran I have a family member who is a FFL dealer out of state that ran it for me and a friend at my local PD. As for me not having have the handgun safety certificate, I am a CDC officer in which the only real worthwhile benefit of our peace officer statis IMO is to be able to carry off duty.
I am a noob to most aspects, I know some basics. Private party sales in California I am still learning and when the co-worker I am possibly buying from said all I had to do was feel out a $19 form I was arguing with him that we had to thru FFL regardless and he was arguing the other way.

Effective January 1, 2015, all Firearm Safety Certificate (FSC) Program DOJ Certified Instructor applicants are required to have a valid Certificate of Eligibility (COE) and must obtain a COE prior to applying to become a FSC Program DOJ Certified Instructor. The Certificate of Eligibility instructions and application are available at Certificate of Eligibility. Please note that COEs must be renewed annually. The COE processing time is approximately 4 – 8 weeks.
