The last time I read the text of the bill it said that a FFL could not transfer a Glock after that date.

(c) This section shall not apply to any of the following:

(3) A private party to private party transaction conducted through a licensed firearms dealer pursuant to Chapter 5 (commencing with Section 28050).

Based on what I've "heard", as well as reading the text of the bill, PPT will still be allowed. See post above this one.
