And to that I say, just ship it with the flash hider. Don't try getting bogged down with a CA-compliant and a "normal" version.
Ship one product and one product only. Sure, include a disclaimer for CA use (remove flash hider before featureless use, bullet button, etc) but if you try to get too carried away supporting CA you will waste a lot of time and money.
Featureless users will remove the flash hider and be done. Non-featureless users will find a way and develop a bullet button of some sort and leave the flash hider in place. Or they'll just use it outside CA.

Since the "magazine" is directly attached to this upper, it's most similar to the 5.7 uppers that take P90 magazines which also ship with a flash hider. The buyers of those uppers either go featureless and remove the flash hider, or they buy a raddlock which was designed due to demand by a third party company.
If people want to run this upper with features, they'll find a way to be compliant.
When I go to LMT, BCM, Noveske, RRA, or any other AR manufacturer to buy an upper I don't click on the special "CA-OK" version that ships without a flash hider. I just buy an upper. If I'm going to run featureless I already know that I have to remove the flash hider and I'll do that. I also know that I can just run it with the flash hider installed by putting a bullet button on the lower. It's all the same, really.Please read the Calguns Wiki

The OP isn't talking about the full auto lower, obviously that's not CA legal to own. The OP is talking about the beltfed upper, which by nature is not illegal.
I'm not sure how the magazine lock works with the beltfed, but I know that lots of people shoot beltfed guns in CA all the time.
Shoulder fired belt fed is a no-no. Correct?Comment

I'll just add one last thing, if you're worried about blow back, then just be the one to offer the mag-lock. But offer it as a separate product, and don't let the development of a mag-lock affect the delivery times of the initial product.
At least then you can start shipping product with a "Mag-lock coming soon for ban-state folks!" banner.
It raises awareness and interest, doesn't affect initial delivery, and you don't have to stock two different upper products. Then when your mag-lock is available, you can just have it as an add-on cost to people buying complete uppers. They can go ahead and add it to their cart for an extra $25 (or whatever) and get it with the upper. Or you can offer installation.
Regardless, don't get hung up on trying to offer an explicitly-CA-OK version of your product. Just ship the product.Please read the Calguns Wiki

Even easier than developing the lock would be shipping it either with a flash hider or a thread protector. This again leaves all liability with the end user.
At the same time you can make the disclaimer "The thread protector models are for featureless builds. Anyone purchasing a flash hider equipped model assumes all legal liability for maintaining a legally configured firearm."
