Simplifying DROS

It's not really a DROS issue. It's a Federal 4473 issue. You must sign the 4473 when you buy it and start the process. And you must sign it a second time when the firearm is delivered to you. It doesn't make any difference whether it's a 15 minute wait as in states with a "Instant" NICS check or a state like California where the process take 10 days.

The second signature is only if you deliver on a different date I believe, not 15 minutes.

Nope, you sign the top of the second page before the store calls in the NIC. After approval you sign at the bottom.

I've watched it happen just like that on sales in Arizona.

It makes sense when you thing about it, as the signature on the bottom of page two is only upon release of the firearm to the buyer after approval. So you can't sign there before it's been delivered.

What if during the NIC the purchaser was denied? If he had already signed at the bottom the FFL would be in trouble as the firearm would have been "delivered" or released before approval.
