Nope, you sign the top of the second page before the store calls in the NIC. After approval you sign at the bottom.
I've watched it happen just like that on sales in Arizona.
It makes sense when you thing about it, as the signature on the bottom of page two is only upon release of the firearm to the buyer after approval. So you can't sign there before it's been delivered.
What if during the NIC the purchaser was denied? If he had already signed at the bottom the FFL would be in trouble as the firearm would have been "delivered" or released before approval.Poke'm with a stick!
