I like idea of a ripcord setup that would be one time use.
I have been playing with mini Bio locks for my LUCC rig. I found them for 80 bucks. I also got a high speed high torque servo from one of my rc planes, Going to try and have the bio lock trigger the release. my only thing is it has to be reliable. State parks are a no go with any weapons regardless of how they are transported. Government buildings are still a no go per CPC 171b. Postal property is still off limits.
CPC 12026.1 lists a secure locked container as an exemption to concealed carry.
As seen in the photo I provided, a 3 dial combination lock for use on luggage is sufficient to meet the standard set in the law.
A 'rip cord' opening would negate the requirement for a 'secure' container unless you could lock opposite ends of the 'rip cord' so that it will not open without removing the lock.

Now you list the state park restriction, but are local and regional parks restricted as well?

Does anyone have the link to the biometric luggage lock?
I've seen it before but now my google-fu is failing me...
I remember it was a luggage-lock sized padlock with a small reader on it.
Or maybe a better question would be: what would be the best kind of lock to put on a LUCC container? I'd be looking for small, discrete, easy and fast to open even in darkness, and secure-enough to pass requirements for "locked".Last edited by unusedusername; 12-09-2011, 6:19 PM.Comment

Local ordinances may exist that prohibit possession- and you will have to do you own research to learn where these might exist in your vicinity. Start with your city and counties web page. Many municipalities will have their code on the web.
This form of transportation is significantly broader in the places you can go than UOC and is unlikely to appear on the LEO radar in the same way. Nevertheless, the same recommendations on police interaction while exposed carrying apply in my opinion. Since a firearm is not visable (plain view doctrine), I believe that one may (and should) decline a search... this would include a denying a request to inspect for loaded condition if you havent already admitted to transporting a firearm in your locked case. Since I am not an attorney- it's in your best interest to consult one before following my advice and example.

Declining a search is pretty much a given and I'll look into local county ordinances and relative city ordinances. If you read http://www.parks.ca.gov/?page_id=21301 this above quote is FUD:
(IANAL, but) my understanding of these rules, for California state parks, it's OK to:
1) Hunt where permitted (mainly on state recreation area, per #4305)
2) Carry weapons as long as they follow rules (like for hunting) (per #4313).
3) Carry unloaded and locked (or inoperable) weapons (per #4313) for temp. housing and vehicles.
So, at least unloaded locked guns are OK for tents & cars (but not LUCC to walk around the park freely).Comment

I'd like to see someone explain that they are carrying a handgun LUCC on the State Capitol grounds for the purposes of 'hunting'. Or while it is attached at the belt and not in their temporary lodging or in their mechanical mode of conveyance.
To my recollection, the only people that might be exempt from these regs would be LEO and those licensed to carry concealed.
