Not all those "trashing" the land are from out of state.
I've heard more than once a native Nevadan defending some rather permanently destructive (and sometimes just ugly) behavior as, "it's Nevada land, I'm a local... I'll do anything I want."
Most of those dirtbikes and ATV's at the back end of Wahoe County were local, last time I was up there tooling about. I watched a couple of local kids chop down a tree that was keeping them from turning around when they got their 4x4 stuck on a bootleg trail -- Nevada plates.
And [getting back on topic] I'll never forget being taken out there for my CCW qualification to a make-shift range off a dirt road north and east of Reno, about 400 yards from a couple of houses -- by a Nevada resident -- and having my pick of leftover targets like applicances, bottles, or spent shotshells.
Bad behavior is bad behavior, and visiting Californians don't have a monopoly on it.
