    I still don't get why they require it be unloaded, while still in a locked case.

    I mean, come on. How many steps do you have to go through to protect yourself? Are they that fearful that being one step closer to armed, we are just gonna go ON A RAMPAGE, SHOOTING ANYTHING AND EVERYTHING IN SIGHT??????

      The case does not have to be made of metal or any other hard substance. Case in point: whenever I transport my shotgun to the range or elsewhere I simply lock it in an Allen case as I have to travel through a school zone to get anywhere. An Allen case is not hard, but is rather soft (I think nylon). But it's still legal since it's sealed and locked at the zipper. So it doesn't even have to have a conventional locking device, a pad or dial lock put through the holes in a zipper are fine.

      Within reach is not a requirement. You are simply not allowed to have ready access to the weapon inside. If you do, that is not secure.

        State law does not require that long guns be locked up when traveling in school zones. Federal law does. I have no idea if our cops can make arrests for Federal crimes.

                      SO40 is a directive from one agency to it's officers and has nothing to do with California or Federal law enforcement being limited to officers of those jurisdictions.

                      Ordinarily, it would be "I respect your authority, and offer my services to assist you"

                      SO40 is a typical SoCal attitude.... "It's your problem, deal with it"

                          Exactly... but it is a departmental policy order... not state or federal law.
                          An LAPD officer in violation of SO40 will be subject to disciplinary action and may be fired, but he can't be put in jail for it.

                            Even if the local LEOs can't enforce the federal laws, they or the DA could refer a federal GFSZ incident over to the feds for possible persecution (er, prosecution). It often seems like we gun owners are a lot less popular than illegal aliens in some of these cities.

                              Interesting, I didn't know that... so there's no CA law that states they must be locked when knowingly traveling through a school zone? Prolly better safe than sorry to just keep the long guns locked up, I have the same problem to the OP.

                                Same here, I always locked all my guns cases when traveling in my car. Its a good habit and provides some peace of mind.
