Is it legal for this case to be under my driver seat?

    "Locked container

The code specifies either a separate locked container or the trunk of a motor vehicle while transporting a handgun in a vehicle.

The separate locked container may be located any place in the vehicle; it is not restricted to the trunk.

    Vehicles without trunks

Since the trunk is not required, transport of a handgun, unloaded in a secure locked container, is allowed on bicycles and motorcycles, and in pickup trucks, vans and station wagons "

As long as the firearm is not loaded this is kosher, yes.

As long as it's a container that can be locked and you cannot reach in with it secured it's 100% golden.

            Key words there...

As long as it's locked it can be anywhere you want in the car. Passengers seat, your lap, under your seat, doesn't matter. If it's locked and unloaded you can do whatever with it. Granted you wouldn't want it necessarily RIGHT in plain view cause LEO might use it as PC for a search.

I don't think that is accurate. Not within reach is not a requirement.

He did not say "within reach". He said "cannot reach IN with it secured".

If you have a soft leather briefcase with a lock and you have an unloaded handgun inside of it, and you can reach inside the briefcase with the lock engaged, it IS NOT a locked secure container.

If however, the case is made of metal, and you cannot get your hand inside the container when it is locked, then you are good to go and operating within the law.

                  Ok. Now,

If/when pulled over, do I automatically inform the officer that I have a handgun in the vehicle, or only if he/she asks?

                    Niether.

If the officer doesn't ask, don't tell.

If the officer does ask, simply say "I have nothing illegal in my vehicle, and I do not submit to any warrantless searches of my person of property."

My unit's squadron patch from 1932 to 1934. The flyer's in my squadron now wear it on their flight suits on Fridays as a Official Air Force Heritage Patch.

The Skull and Crossbones was originally painted on the side of 3 Nieuport 24s in WWI. The triangle was painted under the unit number on the tail.

The bomb with three lines followed by one line indicates "31st Bomb Squadron".

Case doesn't necessarily have to be "made of metal" to my understanding. Just a locked sealed case.

It is legal. You can have loaded mags in the same box btw. If you admit to having a firearm an officer has the power to request that you submit to an examination to determine that the firearm is carried legally, ie locked up (or in the trunk) and unloaded in the case of handguns, unloaded in the case of long guns.

Also, you don't have to be enroute to a range, shop, etc. to transport a firearm legally in an auto.

Here's my problem with guns in safes: They won't keep me SAFE from sudden, unexpected attack. The SAFE will be safe, but I wind up dead or injured.

Keep your gun SAFE on your person. JMHO.
