    Well, since we're breaking out the tinfoil hats, maybe it wouldn't be the gov't. It would certainly be one way for powder makers to insure future revenues.

    OTOH, it wouldn't be the first time the .gov monkeyed around with people's ammo. Anyone here aware of/remember Project "Eldest Son"
