I am pretty sure it is a M1 Carbine. Do some more looking, maybe there is also a M4 Sherman buried down there.

Holy crap, I think we have the first real documented case of "I found a high cap magazine".
How long have you owned that house? Should be legal to rebuild the mag, even if that means replacing all the parts.

.30 Carbine is not at all a high power, high pressure, high stress cartridge. If you had that rebarreled I'd not think it at all unlikely you could safely fire it. Can't say how long it would last, I'd certainly not run it any hotter than the lowest power loads you could get away with and still cycle, but with maybe some plating to put back some of the metal lost to reinforce it you could have a usable gun there.
