There is a wealth of information on machine shop & gunsmith tools from very good sources here. Just ignore the yahoos.

    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

I'll give you a slightly different angle from my own experience.

I buy handgun cases from Midway such as this one: Tactical Pistol Case, $13. These cases have magazine pouches on one side and two square pockets on the other. I keep pistol-specific magazines in each case and pistol-specific tools in the square pockets, then I use colored zip ties to create small rings around the handle to color-code the ones I use often (typically by USPSA division) so I can quickly pick them out of the lineup.

For example, my revolver setup has empty magazine pockets, but I keep moonclips in the square pocket, together with several mooning and demooning tools and caliber-specific arbors. My Limited bag will have extra fiberoptic inserts that are correct diameter for that particular gun, while my Open and Carry Optics bags will have extra batteries and small tools to adjust the sight. See where I'm going with this? A simple gun-specific tool that you put into the pocket of your gun-specific case will be there when you need it. Sure you can have extra tools at home, even in the range bag, but do you always know that you have it ready when you need it, especially if you need it at the range?

Those punches look like inexpensive pistol-specific tools that will be the correct size, that are ribbed for hand use and that you would keep in the gun case for that gun, so you always have it handy. Also, you'll have the correct type of the punch for the pins in the gun: roll, solid, convex, etc. I wouldn't dismiss these specialty tools as gimmicks, they are life savers when you need one in the field and it's just there in the pocket.
