You're definitely not an expert, as you said. The shop must have an FFL to take in firearms without customer present. Should be in an A&D book at their shop.

Customer should put a demand in writing for return of his property and see where that goes. The FFL's DOJ and ATF field rep might be interested if FFL refusing to return a gun upon written demand...maybe...they might just say it's a contract/civil issue and "we don't care."

Police report saying what? Police would not likely take one and say this is a civil dispute. There won't be any hell raining down from anywhere.

Reprif used to be legit. They did cerakote for aero and some of their builder sets. Then something happened and they went to crap. Aero dropped them and many others have had similar issues. Just Google "reprif" or "republic rifle" and add the word reviews. You'll see similarly frustrated individuals. Sorry OP. I really hope you get your stuff back.

Has anyone used reprif.com? I sent some stuff to them back in September after chatting with someone on the phone. Their website says lead time 12 weeks.. I can’t get email reply, or anyone on the phone in recent weeks... starting to get nervous.

                  I agree with this gentleman....

Maybe call the shop and let them know that your going to have to file a stolen gun report with the police. Then contact the ATF.
It takes a lot of balls to play golf the way I do.

With that bit the OP should report the lower (+ parts) as stolen.

Looks to me like the license expired or was canceled by BATFE and there's no replacement license.

Were it me, I'd make that call to the closest BATFE office.

This does not look good for our hero.
After checking a few more months, the FFL was valid in August of 2021 but no longer exists in September of 2021.
