    There could be another issue; that I have personally seen, and could be part of the Tesla issue.

    Way back in 1987 I bought a brand new Mustang GT. The dealer put the little paper registration in the window and off I went. In a few weeks I got the title and a couple of days later I got the plates and registration.

    I opened up the package and read the instructions and went out to put on my new plates. Started with the rear plate, done no problem. Walked around to the front of the car and guess what, there was no plate holder or even a place that one would go.

    I drive up to the dealer and tell them that I didn't get my front plate holder. They looked up my paperwork and guess what. My car did come with one. They were an "option" and my car wasn't ordered with that "option". I had to pay like $75 for them to install a front license plate holder for me to comply with the state law.

    If you look at those Teslas with no front plate you won't see where a plate holder would even go. I wonder if it's on option on them and that most people just don't order it.

    Me personally, I'm going with the "don't care" part. As my 18 year old great nephew just bought a 2010 Honda Accord Coupe and it didn't have the front plate holder either. He didn't bother to put on the plate when he got them because of this. He has already been stopped once for it. He was given a warning, he still hasn't put it on.
    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

      The last time I bought a car from a dealer they made me sign a form stating that I was advised a front license plate was a legal requirement in CA and that I was aware the vehicle I was purchasing only had a rear plate installed. The dealerships openly tell customers that the law is not strictly enforced and even if you are stopped it's 'only a fix-it' ticket. This is especially true when it comes to high end/sports/tuner cars. Dealerships know the law but don't install front plate brackets on their vehicles because they look better without them and know that many customers will choose to not comply with the law.

        They make a bracket for Tesla, the ones I've seen fit in the front bumper tow hook hole.

        Bottom line, all passenger cars are required to have a front and a rear license plate. Period.

        Urban legends are a poor basis for making public policy.
