      As Quiet posted above,
      (3) By no later than March 1, 2021, the department shall provide a notification to persons or entities possessing an unsafe handgun pursuant to paragraph (4), (6), or (7) of subdivision (b) regarding the prohibitions on the sale or transfer of that handgun contained in this section. Thereafter, the department shall, upon notification of sale or transfer, provide the same notification to the purchaser or transferee of any unsafe handgun sold or transferred pursuant to those provisions.

          For a lot of them it isn't occasional they abuse their privilege and break federal and state law being firearms dealers without a license. I've seen cops with a literal stack of new in box off roster handguns put them on consignment or seen a cop take an off roster handgun out of DROS and immediately PPT it to their waiting buyer they had already set up.

            So a lot of semantics here, and as someone not a part of any group I am encourage that this will help our cause.10 round magazines in flux, now assault weapon ban is in flux, the roster would seem to be next. Yes???

            It doesn't change the bottom line of where most of us can acquire our off roster pistols, but it adds to the confusion of those that acquire them originally as law enforcement.

            Maybe by time my little kids can own firearms all the barriers will have been removed.

              I dreamed of owning a (insert off roster gun here)...

              Oh yeah....then the earth splits open with me on one side and the (off roster gun) on the other. Then appeared a large red-glowing pit with gavin newscum, diane frankenstein and governor "brown the drain" at the bottom of it, waving their pitchforks at me.

                If the purpose of the roster is to ensure only guns meeting certain safety standards are sold in CA, then why is CA letting LEO buy unsafe off-roster firearms??

                        I got one and posted about it in another section here on cal guns. it is the new law that they send it out to all those in 32000. My co-worker officers are all getting them as well. I work in group one.

                        I'm non uniformed and got one but going back over my paperwork I found one transaction buying a gun that went through a FFL at his house and he knew where I worked and thought I was uniformed. He checked the box for law enforcement on that transaction in error so I'm sure that one transaction triggered me getting the letter.

                          I got a letter and I am not LE and I have bought literally hundreds of guns since the roster started. It kind of confused me as I don't play the LE gun flipping game and have never bought a gun like that from a cop.

                          I thought about it though and I'll probably end up getting more letters as I have bought many off roster guns on consignment and I'm sure a few were consigned by cops that originally acquired them with their off roster exemption.

                          Also I bought an off roster pistol from a cop this year that legitimately used it as a duty pistol and was upgrading and was a fair price I had nearly forgotten about that one it wasn't like he was getting new desirable off roster guns from ProForce them flipping them on Calguns.
