        Current LEO here. I just read the PDF, and from what I can tell:

        - Group 1 can buy off-roster guns for work or personal use. They can also sell them to any eligible firearm owner.

        - Group 2 can buy off-roster guns for work AFTER completeing state-mandated training and they must qualify a couple times a year. HOWEVER, they can only sell them to sworn members of Group 1, or Group 2 or 3 entities (departments/agencies).

        - Group 3 can only use off-roster guns as a duty gun (most likely a department-issued gun) and are unable to buy or re-sell the off roster guns.

        This seems to indicate the state is cracking down on LEO’s who buy guns simply to sell for 3x their original purchase price. Just my $0.02....

          Here’s a thought CA DOJ. Make it fair for everyone to buy off roster firearms.

            AFAIK...
            Laws were amended in 2020 and one those changes directs CA DOJ to notify all LEOs in CA about the changes to selling off-Roster handguns. [PC 32000(e)(3)]
            ^They were suppose to do this before 03-01-2021, but CA DOJ is citing delays due to the COVID pandemic for the reason people are receiving notification after that date.
            ~They are sending letters to anyone who ever used the LEO exemption starting from 01-01-2000.

                  Check out group 3, on page two; never even head of a few of those. What a joke. Talk about carve-outs.

                      What a joke. We allow people to ask $100k over their home value or car dealers to mark up vehicles $30k above msrp, but let’s go after the cops who are sell an occasional off roster gun. Sounds like a great use of resources.

                          Let's just get rid of the roster so that everyone can mark up or down what they have for sale. Just like cars and homes are something available to all of us now.
