I think that is if his 30 day stay expires without a new 9th stay added.

I think that is to notify LEAs of the injunction.

here is my letter; I am a former police officer but many years ago. Checked with two gun shops and one called his DOJ rep and they had no idea what the letters were about. We were advised through that DOJ is really watching the numbers of transactions people do.
