The question is a bit backwards.
There was nothing in the law that made "open carry legal," it was the lack of prohibition on two aspects of UOC (unloaded open carry) that allowed one to UOC without running afoul of either having (1) a loaded gun in public, or (2) carrying a concealed weapon without a permit. It was a loophole of sorts (as much as I hate that phrase).
