    public ranges dont check or write down serial numbers but they might notice it has no serial number when they safety check it , especially if it looks like some type of custom build gun , lots of LE do use / work part time at public ranges, and might question you about it.

            You must seek out and get to know property owners whom would allow you to shoot on their property, of which there are numerous ways, but beyond this thread. I'm fortunate to have such a place (that I actually own), but after dealing with incompetent folks wanting to shoot on our range, we no longer allow it. It can be done, you just have to get lucky. In the meantime, find a private club (not like the one mentioned prior), that is much less likely to be intruded upon by state sponsored blue shirts and nannies.

                  Is this retroactive? A friend of mine built a couple 80% back before the law went into effect. Do they need apply for a serial?

                    No one ever checks for serial numbers where I shoot, but have a multi shot burst from a stuck firing pin and the RO's come a run'n.

                        What does being able to shoot it at a range have to do.with it being legal. It won't be legal. The ranges I go to don't examine your stuff. But you would be carrying around evidence of a crime with you. Some people are comfortable doing that, others aren't.

                        P.S. have you ever been to a shooting range?

                          At our club and most others, we don’t care about your gun as long as it and you are safe. Follow our rules, that is what we care about. If you show up with a machine gun, but follow our 1 long second between rounds rule and we leave you alone.

                            The issue is gonna be going to and from the range. Get stopped by the popo, they see the rifle,they will check it. If not legally compliant you're in a heap of trouble.

                              Your friend was supposed to either mark them with his own serial number and register them before the deadline or apply for a serial number and mark them during the registration window if they were compliant frames/lowers (ie polymer is a problem).

                                I have never seen a range checking serial numbers.

                                That said, what is the fascination with the 80% lowers? You pay for:
                                An unfinished lower (80%).
                                Pay shipping.
                                Buy other tools and gadgets.
                                Spend time drilling and milling, still needs finish/anodized.
                                With some luck and many prayers, it will come out semi ok if not looking like a beaver with bad dentures chewed on it. Unless if you have a machine shop and/or are a machinist.
                                Then, the DOJ paper work for serial #, wait time, etc.

                                All that expense and hassle for what??

                                Every other week, some shop is selling factory made lowers with a serial number on sale for less than fifty bucks and I have seen them as low as $35.
