Just use 1200 degree Loctite.

If you had a glock with a comp welded onto a threaded barrel, how would it come out of the slide? Wouldn't the comp have to be removed to take the barrel out?

You don't remove a barrel with a perm attached muzzle device.
It stays in the slide.
You can clean it with it still in the slide by simply tilting it and sliding it forward after it's unlocked.

Any permanent attached muzzle device needs to pass the 1100 degree test to be considered permanent.
Failing the 1100 degree test means it's not permanent.
Not permanent is not permanent.

Pinned and welded comp on a glock is a pain. You can still remove slide from frame but you will no longer be able to remove barrel from slide or adjust or replace the front sight since it secures by a screw head inside slide.

Option 1. Extended ported barrel. The barrel sticks out past the end of slide, about same length as compensator would but has ports cut into top of barrel.

Option 2. Ported slide and barrel. Same idea but instead of extended barrel, the end is flush with slide and the open top of slide allows for ported barrel.

Option 3. Slide mounted compensator such as the strike industries which attaches to a special guide rod assembly and doesn't require replacement of barrel

Take the example of the Walther P22CA- which is a california legal version of the threaded-barreled P22. The only difference between the two models being that:
1) the retaining barrel nut for P22CA is smooth with no wrench notches (making it difficult to remove without altering/destroying)
2) the retaining barrel nut is epoxied in place

One could presume this combination satisfies the DoJ's definition of "permanently attached", though I would caution that the only opinion that matters is your lawyer's. I would assume one without the other is not sufficient (i.e, cutting wrench notches into the still-epoxied smooth barrel nut, or simply epoxying a standard "featured" barrel nut would likely constitute prosecutable actions).

The problem with the Walther P22CA was that the solution for it being a non-threaded barrel was approved as an emergency measure due to CA DOJ not noticing it had a threaded barrel when they first approved it to be listed on the Roster of Handguns Certified for Sale.

After the Walther P22 were being sold in CA, CA DOJ BOF noticed their error and instead of calling for immediate confiscation, they chose to approve an emergency measure which used red loctite and a smooth muzzle nut.

If you have someone pin and weld it how do you remove it so you can pull the barrel out of the slide to clean the pistol?

I guess you could still get in there to clean with the barrel captured but seems kind of silly.

Lots of people figure it out based on how many muzzle brakes I perm attach on handgun barrels.

I just got a ported barrel for mine, helps a little.
