    FFL refusing to do Off Roster PPT

    I want to ask if anyone has experienced this.

    About 2 weeks ago, I agreed to buy a Sig P320 X-Carry from a LEO. He wasn’t making a profit on the sale, just what he spent on the gun.

    Now the guy (owner) behind the counter got really upset the moment he saw that it was an off roster gun.

    FFL Owner: So what gives you the right to sell this gun? Do you have a FFL license?

    LEO: I am a LEO and this is my personal property. We are doing this as PPT which is completely legal. I do not need a license to do this.

    FFL Owner: So you guys make all the profit from selling all these guns, you have no license, taxes, store cost that you have to pay for while as for me, I can’t even sell these off roster guns (Note: not true, he can sell them but only to exempt individuals only).

    LEO: I understand what you’re telling me, however I’m not selling my personal guns for profit. I just spent money buying a new gun that I know I’ll be using and that is why I’m selling this one. In fact, I’ve had this gun for a couple of years now just selling it because I don’t need it anymore.

    Anyway, the FFL owner kept rambling and said that he’s making a stand and refuses to do off roster PPTs. We politely said good bye and left. It was too bad because the LEO even wanted to put an order for at least 2 more guns that he wanted.

    I’d like to know if you guys had any similar experiences?

        Is it proper to name the small FFL? Not against any rules here at CG?

          Out the FFL and report him to DOJ. He can not legally refuse to do a lawful transfer.

                1) name the FFL so that we know who doesn't deserve our business.
                2) give your general location so others can give you suggestions as to which FFLs know what they are doing, and thus deserve your business.

                  X2 file a complaint with DOJ and leave a bad yelp review. He can’t make up his own rules/laws.

                      In my experience, there are many FFLs that will look for any reason to avoid doing a PPT. It’s an incredibly short sighted approach to running a business; as you pointed out, there was money to be made on the sale of other guns to the LEO.

                      You need to out this FFL so we can all avoid them.

                          there was a guy at turner's in signal hill with the same attitude.

                            It does not violate any forum rules for naming a business and describing your personal experience with that business.
