I don't go to that much trouble. I've got a book of receipts - old style you write on. Make myself a receipt. Take it and an unopened lock to the FFL and pick up my gun. One time the guy wanted me to open the lock package so now I keep an opened one in my pocket.

I did similar, bought a half dozen Master Cable locks all keyed the same. Kept at least 2 in the original blister pack unopened.

When picking up a new firearm I had a receipt book that I'd make out a newly dated purchase receipt from the "Flim Flam Sporting Goods Store"
never had it questioned!

Can you reuse them on a future firearm purchase or are they serial numbered and tagged to a firearm purchase making them one time use?

Not only can they not be used for future purchases but they must be kept with the original firearm. Per PRK law, the lock is micro-stamped with the make, model no., ser. no., caliber, color and grip configuration of the firearm. All that information including the color of the lock and its ser. no. are part of the DROS.

If you are bold enough to use said lock on a different firearm, or as a helmet lock, or a garage door lock you are guilty of Feloneous Mopery which carries a minimum sentence of 10 years with an additional year for each firearm you own plus 6 months for each firearm on your wish list. I have personally destroyed any hard or electronic copies of my wish list for this very reason.

Easy fix...forget having a receipt booklet....just type up a receipt on the computer and print off...done!

The employee lockers at the local Costco are filled with those, Remington, Winchester, etc.

I didn't have to buy one last Spring at Turner's only because the Springfield 1911 has one built in.

I wonder what the FFL/ or dealer would say, if one showed up with a "Project Child Safe" State Of California approved/ issued stamped on the yellow plastic outer case cable gun lock that was obtained from the local Sheriff's Office in the original zip-loc bag.

Years ago when they were handing them out for free at the Humboldt County Sheriff's Office I got a bunch of them for the crew at the Vet's Hall, and still have some here. I use them while traveling/ flying with a weapon in my luggage, if I am not CCWing on me at the time.

Plus I found that they will work on my lever action rifles, by wrapping around the stock, and thru the lever. Otherwise in the past, I would fill out the DOJ safe affidavit when buying a firearm. MY last few recent handgun purchases came with factory cable locks, and my FFL/ local sporting goods store never gave me any hassles about them.

P.S. - not all of them are keyed alike either...

To be fair, if DOJ didn't require Gun Stores to do the PPTs they probably wouldn't. You would have a hard time finding a shop willing to do the PPT.
The $10 max they can charge doesn't cover the 1-2hours of labor required to do all the paperwork and adding the firearms and customers into the system. So the FFL holder is not going to risk a fine or losing their license because you don't agree with their policy. Their policy is to do what satisfies both DOJ and ATF to stay in business. PPT's don't keep the lights on.
