Here is the reply I got from BTB

Attention BTB California customers with orders in que:

The new law states the transaction has to be completed by the January 1. All
Orders in que will be postmarked by December 31 so all orders will be good to go per California Department of Justice. We will implement the California checkout option with flat rate shipping next month also. This ships the Ammo to any licensed Ammo reseller in California that can facilitate the transaction for a flat rate of $17.50 on all 1000 round lot orders. Most of our Californians were bulk buyers.
