Unfortunately I don't have the funds to be a "collector" of a lot of ammo.
Fortunately, I'm older and have limited shooting years left, so I figure a few thousand rounds of the calibers I shoot most often will have to suffice.
Most of my range time is just to stay somewhat proficient and exercise firearm safety these days. Both are perishable.

Am hoarding but using FMJ. I’m hoarding and not using HP. While the CA legislature doesn’t seem able to ban ammo outright, they can ban types of ammo. San Francisco banned JHP and we have a pretty good where the next Governor is coming from.If you find yourself in a fair fight, you're doing it all wrong.

Is it Hoarding ?
Well, back in the Old Country, hoarding was often done due to fear, during .. or in expectation of, a shortage.
It can also be a medical condition !!
There's no ammo shortage right now and there doesn't look like there will be one next year.
Of course we're expecting prices to rise and the cost of using an FFL adds to that.
So are we "hoarders" ?
Having said that, I'm off to Cabelas to use my gift cards
