                Although I think the OP's idea wouldn't work, is off kilter and lame, when it comes to assimilation CA is a perfect example what happens when there is massive immigration and assimilation doesn't happen. All one has to do is look at the laws that CA is passing to know who is pushing out who. Sanctuary State right a bell? Professional licenses for illegals? College tuition/loans for illegals? That should tell anyone who is running the show in CA. The Republican base has been diluted by massive amounts of Democrat voting immigrants. 1/4 of CA population wasn't born in the US, 1/3 are 1st/2nd gen immigrant who do not know American culture and vote for whom ever passes out the goodies. Democrats know this and is the reason why their numbers increase and Republican decrease. The only way Republicans would increase is if they abandon their principals, especially limited government, and start outdoing the Democrat in passing out the goodies. Sorry, ain't gonna happen.

                  Well it might be the fact that 50% of immigrant households get some sort of government welfare and 70% of illegals also get some sort of government welfare.

                    I think if you gave my idea a try you would think differently! So it might not work.
                    It costs nothing and the democrats who love the idea of pressing one for English and hate trump are distraught that you will follow through!
