My in laws live in Coarsegold, up 41 from Fresno. VERY gun friendly, we shoot in their yard, all of the neighbors shoot, almost everyone has their CCW, local sheriff is extremely pro gun and pro CCW and encourages residents to get their CCW as it cuts down on crime. That's as pro gun as you can get in this state.

I'd take Arizona heat over breezy San Diego in a heartbeat if I got all the other benefits of AZ. Once I graduate next year, I may just do that too

You may be quite right. I; however, am willing to give it a go. Futile? Maybe, but I don't care at this point. I will not roll over. The State of Jefferson may indeed be a pipe dream, but you cannot win if you do not play.

There will never be a State of Jefferson. Which I guess is a good thing, because it would probably default on its bonds within ten years. To create another state, you need to get Congress involved, and Congress has to agree to accept two more Republican Senators.

On the other hand, I believe a swap of counties could be achieved by simple agreement between states. Here is one proposal.

How about we give you Clark County (population 2,000,759); and in return we take Alpine, Butte, Calaveras, Colusa, Del Norte, El Dorado, Glenn, Inyo, Lassen, Mariposa, Modoc, Mono, Nevada, Placer, Plumas, Shasta, Sierra, Siskiyou, Sutter, Tehama, Trinity, Tulare, Tuolumne and Yuba Counties (combined population 2,102,199).



There would be no change in California or Nevada's representation in Congress or the Electoral College. No reason for the Federal government to get involved at all. Covenants between states (for example, for water rights) would have to be renegotiated, I suppose. And lots of state agency logos changed.

Well, it's slightly more likely to happen than a new state of Jefferson, because Congress needn't get involved. Check out Article IV, Section 3 of the US Constitution:

New States may be admitted by the Congress into this Union; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.

Since any new state must necessarily add two more Senators, I reckon the political grappling in Congress would be off the charts. It's a non-starter. Especially as the new state of Jefferson would have to assume, from the outset, a negotiated portion of the debts of the two mother states of Oregon and California. Since Jefferson would have almost no significant economic base to fund those debts, I can't see how it could ever be a viable state.

To take in Clark County, Sacramento would have to legalize gambling, at least in that county. Since prostitution is already outlawed in Clark County, no change is needed there. Clark County is, in fact, a lot more like a SoCal county than it is a Nevada county. I think most Clark Countians would feel right at home in California (a fair proportion of them are from California anyway).

I never gave this much thought myself until I moved to Nevada, and now we're going to have universal background checks next year because over 70% of the entire population of the state is in Clark County. That's kind of a drag.
