    Very well said and a good additional reason why the incorrect interpretation of "gun is always loaded" is so wrong.

    That's close, but not good enough because your rule would allow you to close the chamber, point at your kid and dry fire. I'm pretty sure you wouldn't do that even though it matches your rule, right?

    The TRUE meaning of the first safety rule is that there are protocols for activities involving guns and that those protocols are the same whether a gun is loaded or not. The rule doesn't even address what or how to create these "safe protocols," only provides a general guidance for the bare minimum these protocols must satisfy. Protocols are developed all the time and one must learn them independently of the minimum safety rules.

    For example, when I take new shooter to the range I always brief them about what to do if they drop a gun (how many people brief this?) and the procedure is the same whether loaded or unloaded. Knowing what to do when the gun is dropped is not part of the safety rule at all, but what needs to be done must be consistent with the safety rule - same treatment whether loaded or not.
