Probably should have called uniformed patrol officers to make the stop or just taken down the plate info for later. Not saying that it wasn't justified, but it probably wasn't necessary either.

Well, in this case looks to be three well placed rounds....

See some cops can shoot very accurately...

One has to hang around for Due Process.

I was not there so I can not tell you what and why it happened. Most of the people who are shot by LEOs aside from the ones who pull a gun on a cop, are the ones who run or start a physical struggle with the cops. I said most because, yes mistakes do happen and there are some trigger happy and/or scared out of their pants LEOs out there that will pull a gun for any little thing.
These days, running from the cops is about as dumb as jumping off a cliff. I am surprised at how many stupid people we see these days trying to run away. Live car chases on the highways are a common thing on the news. Just where the heck do these people think they are going to go?? It is not the 30s or the 40s any more when moon shiners out ran the cops and lived to tell about it. There is no where to run to. They will catch the runners and the penalty is going to be more severe and in some cases like this one, it is more than the guy could bear.
Had he just waited there and talked to the CHP, the worst thing that could have happened to him was getting a ticket.

He could have very well thought that this was a carjacking though, especially since it was quite a distance away from the actual sideshow/street racing event.

It's really tough to say what happened and why it happened without getting all the details from the investigation once it's actually complete. Sometimes somebody had a warrant, drugs, money, or a gun and that would explain why they tried to run or fight the cops. Sometimes the officers mess up and don't follow procedure. Sometimes it's both.
