Question: How off-roster guns get into CA?

      Is this true? Are dealers in the same exempt class as LEO and can buy off roster handguns for themselves?

        From what I understand, yes, as long as the following three conditions are met:
        1. you are not a prohibited person;
        2. the said off roster gun is in CA compliant form, e.g. no threaded barrel (can be placed on the side, but not installed), no >10 round mags, not an AW, etc;
        3. gun shipped directly to FFL, transfer process done at FFL with the correct forms/procedure - many FFL are not well informed/experienced with this, so finding a good FFL is a must.
