Question: How off-roster guns get into CA?

Is this true? Are dealers in the same exempt class as LEO and can buy off roster handguns for themselves?
as a dealer, i can tell you that we can buy off roster handguns as private parties, act as the dealer and dros them to ourselves, and then resell them as private party transfers without them being in our personal collection for a year and also act as the transferring dealer on that transaction also. i myself did not know this until my DOJ rep told me personally.Comment

From what I understand, yes, as long as the following three conditions are met:
1. you are not a prohibited person;
2. the said off roster gun is in CA compliant form, e.g. no threaded barrel (can be placed on the side, but not installed), no >10 round mags, not an AW, etc;
3. gun shipped directly to FFL, transfer process done at FFL with the correct forms/procedure - many FFL are not well informed/experienced with this, so finding a good FFL is a must.
