      Between my gf and I we have 6 kids that will be staying in CA.

      Once we retire and move out of CA, I'll be gifting an off-roster gun every month to each one. And they'll be getting them for birthdays and Christmas too.

      I doubt any of them will be into guns, but they all like money. So they will end up selling them here.

      It'll be my way of supporting gun enthusiasts in California while helping the kids financially and giving the State of California the finger for as long as I live. It's a win-win-win!

        One way is for them to fall off the roster after they're purchased in California. All three of my CCW & HD pistols are now off roster and they were bought here in California while they were on the roster!!!

          Another way is, lets say I have a son, daughter mother or father (grandparents work too) that lives in a free (non roster) state. He can gift me almost any firearm I can dream of provided it is not specifically banned in CA. For example a Taurus Judge that has been rules a SBS.

          He must have it sent from an FFL to another FFL with a note stating it is a gift. Next it is run through the Cal DROS process and becomes mine provided I am not a prohibited person.

          Once it is in my possession I am free to keep or sell it should I not like it.

          Oh sisters and brothers are not included in this method.

                I was told and can not confirm so this is why I ask you guys. But a individual told me that as of 2017 LEOs will no longer be able to PPT to the public. Is this true?

                  It's not QUITE that simple, but in general that is not true.

                  One of the recent bills signed added a number of new LE classifications to those exempt from the roster.
                  THOSE persons will not be able to PPT off-roster.
                  LE classifications who have always been able to PPT will still be able to.

                  How this will be enforced is anyone's guess given that minimal information is provided by the PPT seller and PPT of off-roster is not illegal between any non-prohibited persons.

                    And there are a lot of off-roster but exempt handguns that anyone can buy, but I assume you aren't asking about those (single action, single shot, Olympic, C&R etc).

                    For others, they used to be on roster but no longer are (a lot of M&Ps, Ruger LC9, Ruger MkIII etc) - so they were bought by people when they were still on roster.

                    And before the single shot exemption workaround was outlawed, anyone could buy just about anything - so a lot of them got here that way.
                    Also, there are many of us that bought handguns prior to the early '90s before the roster was conceived.

                        Saw your FFL post which got closed immediately.

                        Don't waste time on becoming an FFL - not only do you have to jump through hoops to get it, but you're not going to get the "cheap" guns you hope to, nor will you make much money as an FFL.
                        Our local FFLs who have been here for a few years make less than $500 per YEAR.
                        You can find FFL's here who, due to competition, charge only $25 per transaction.

                            I know that a parent in a free state can pass a off roster gun down to a kid living in CA - does anyone know if it matters if it is a parent by marriage (inlaws)? I'm not sure there is a difference here, just double checking.

                              I know. It's lineal, blood child/parent/grandparent family members. It may also include adoptive parents, but it probably does not include step-parents without adoption.

                              But inlaws are right out.

                              Penal Code 16720.

                              But, for example, while your spouse's parents cannot give to you, they can give to your spouse - lineal relationship. Then, if you are Very Good, spouse may share with you ...

                                Technically I thought a straw purchase was when someone buys a gun and sells to someone else without an ffl?
                                Only in California said it's a straw purchase even going through right channels ie through a ffl dealer
