Well... in practice, we kind of do have those limitations.
It's coming to a point where specific ideas and discussions get you a very negative label, so in effect if you aren't mainstream enough or PC, you may end up suffering. (For instance, conservatives are being spoken of and labeled "terrorists." wow, what a world we live in.)
There aren't many recognized religions, you can't just make one up and receive any of the benefits/treatment, so in effect there is a list.
Designated "free speech" zones are common on college campuses, and starting an actual protest requires you first get a permit these days. I recall there may be places where it's illegal to peacefully assemble to protest, though I may have made that up, or all of this post, you know. Or not.Comment
