Agreed. It seems the op doesn't understand the issue.

It is a fairly good point that they all shoot. But if you buy a Porsche or any sports car...do you want to buy it as it was intended by the factory or do you want to buy it with its electronic speed limiter programmed into the computer?

It's more like the red colored Porsche is safe and California smog legal, but the blue ones are not and illegal

Having an Off Roster handgun, means the handgun has not been certified as being safe by a bureacracy created by the State of California. Having an Off Roster handgun, is my way of living life on the edge.

Probably for the same reason someone in a free state wants one.

                    My thoughts exactly.

And the distinguishing factors are a joke; a pistol that was once "on roster" is suddenly no longer "not unsafe" merely because the manufacturer then no longer makes it or decides to not renew the fee (albeit no re-test is done) to keep it on the roster? How did its "on roster" status at one time for the same model and design suddenly disqualify on aspects of safety? It did not.

Someone merely did not pay a fee. The fee is what makes the pistol safe in subsequent years? Oh, OK. It must be that "In God We Trust" motto that is keeping sure safe guns remain safe.

AND the roster having started in 2000 was then suddenly able to deem guns going as far back as 1950 (at that time) were unsafe by its year 2000 standards? Imagine the NTSB or DOT requiring that 1965 Mustangs be required to meet the crash-test standards of a model 2000 vehicle for air-bags, head-rests, shoulder belts, crush-zones, third-brake lights, and more.

                    Asinine.

Agree. Thread fail. California fail. California gun owners like battered children impressed into believing the roster is valid or purposeful in any way fail.

If some level of government had that information, what would they do with it? How would having that info benefit public safety? How would it benefit law enforcement?

(For instance, conservatives are being spoken of and labeled "terrorists." wow, what a world we live in.)

There aren't many recognized religions, you can't just make one up and receive any of the benefits/treatment, so in effect there is a list.

Designated "free speech" zones are common on college campuses, and starting an actual protest requires you first get a permit these days. I recall there may be places where it's illegal to peacefully assemble to protest, though I may have made that up, or all of this post, you know. Or not.
With the exception of certain things that may cause riotous reactions, or cause direct physical injury (yelling fire in a crowded theater), you have every right under the first amendment to say or make up anything you want. The leftists do it all the time. Especially where statistics, facts and/or logic are involved.

I want one of those unsafe guns that LEOs are somehow allowed to buy to protect us with.
I think they are given a bag of pixie dust to make them safe so I'll need that too.

Suppose you pick up a copy of Guns and Ammo and see a review of a new pistol and decide you'd like to have one. You want an "OFF ROSTER" pistol. It's hard not to, considering there are so many of them. A person's bound to see something they'd like to have, but can't.
