I own a marketing company and would like to give you some free advice. Please do not come on forums like this without some advertising on the site tied to it. That and your personal comments are more harmful than you think. You are actually hurting your FIL app by doing this.
I personally do not think the price is too high, I have some ballistic long range apps that cost more, but your marketing is going to drive away potential customers. Get someone to help you and do some marketing than will help sell the product, but please do not do more things that will hurt sales.

Has your FIL allocated funds to market his product? With the Internet, word of mouth will make or break your business. It's also the cheapest way to get his brand out there.

If it was my project, I would start a thread here and do basic market research with around 20 or so volunteers. They'll be broken into the following groups:
Newbie (no formal training, but a gun owner)
Recreational (has had training and/or been shooting for years)
Competition shooter (competes in tournaments)
Professional (Law Enforcement)

Each member must have more than x number of posts.

The volunteers will be given a coupon to download the app for free (one time download) with the understanding that they'll need to be an active participant.

Then use the thread to share their experiences (for transparency) and critique the app (i.e. the app does this very well, but this area needs clarification/improvement).

Then at the end, inquire about the price point. The actual figure is arbitrary. The important thing is how much value does the consumer feel like they're getting in return for their investment/purchase.

Then you'll have a better understanding of who to market your product towards.

Just my humble opinion and good luck!
