Rule 1- ALL GUNS ARE ALWAYS LOADED
Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)
Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET
Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT
(thanks to Jeff Cooper) -
There is 2 different ways the lock is documented for each DROS.
1. OEM (original enclosed manufacturer) . If the gun comes with an approved lock (not all manufacturer locks are approved) we check OEM on the DROS drop down menu. Then the make and model of the lock is typed into the comment section of the DROS.
2. Lock bought from FFL or brought in by the customer. FSD purchased is checked on the DROS drop down menu. The make and model is typed into the comments section of the DROS. Then the receipt is photo copied and kept with all of the DROS paperwork.
This has become one of the auditors favorite thing to check for. We are penalized for every DROS that is missing this info. You, you, and you: Panic. The rest of you, come with me.

Maybe enough locks littered on the streets of Sacramento will make them rethink this.Democrats>Socialists>Communists - Same goals, different speeds.

Okay, so I show up to the FFL and after a few pleasantries, I kindly ask if I could have a refund for the gun lock I bought because I have a high quality safe that I purchased a few years back and it is DOJ approved and handed him the Safe Affidavit and tell him that I will gladly fill out this form as proof that I own said safe. He stated that he can not do it because their FFL is in Los Angeles County which has separate definitions of said exemption and it is not allowed. He seemed very firm in his point and I figured there was no point in arguing further as he really felt strongly about it. I mean what else can I do, there was a packed house and I really didn't feel like holding anyone else up, so I pretty much have no choice but to eat the 11 bucks. It's really sad that this is going on and these FFL's are interpreting the law how they please. I may email the manager and advise him/her that he/she is doing his/her patrons an injustice. I know it is only 11 bucks but it is the principle and it is still something that they shouldn't be doing.

All my local shops seem to do it except for the Gun Range in North Highlands. SW, SBR, etc. all require you to purchase a lock.*********************
WTS:
1. PW 800+ Hydro Multispeed (just the hydraulic unit that also works with Spolar press)
2. PW 800B converted to 800C (12 gauge) with lots of accessories and upgrades
3. Hornady 366 (12 gauge)

All the bs I have read in this thread makes me thank god for the ffl down the street from my house. Ok so the next question is how much has all those locks cost a gun buyer? I see it this way ffl makes couple hundred maybe on a firearm sale maaaaayyyybbbeeeee. And that takes what 1/2 hour -hour if you as a buyer know what you want. So for a ffl to take 20 seconds to say sorry have to buy a lock. Say they make 5 bucks x how many a year that can add up rather quick. And just a quick search found 10 x ca compliant locks whole sale for $20 shipped.Comment

Actually your FFL maybe correct. LA does have stricter laws than most of the state. For example the 1 in 30 day rule has no exception. I'm not in LA so I'm not keeping up on their crazier laws. Out here in Riverside County you would have been in DROSing a long gun with the affidavit.Okay, so I show up to the FFL and after a few pleasantries, I kindly ask if I could have a refund for the gun lock I bought because I have a high quality safe that I purchased a few years back and it is DOJ approved and handed him the Safe Affidavit and tell him that I will gladly fill out this form as proof that I own said safe. As for the upper. In my shop if you DROS a complete rifle the rifle stays complete until pickup. If you DROS it as a lower you can take your excess parts home. You, you, and you: Panic. The rest of you, come with me.

I'd love to read the actual text of this supposed LA County ord. Next time you go in and are just having a friendly conversation, ask if he can point you to this supposed local ord. I'm betting he can't because, I don't think it exists. Now the City of Los Angeles does have some gun related laws that are crazy but, I don't think the County does. I think the FFL in question is full of crap and spreading FUD.Okay, so I show up to the FFL and after a few pleasantries, I kindly ask if I could have a refund for the gun lock I bought because I have a high quality safe that I purchased a few years back and it is DOJ approved and handed him the Safe Affidavit and tell him that I will gladly fill out this form as proof that I own said safe. I don't know why people ***** at/about the FFL for requiring a lock. If you own a single gun lock, and EVER buy another, YOU are an idiot. Sell it to your buddy for a buck, buy it back for a buck, print receipt, take to FFL. Done.War is when your Government tells you who the enemy is......

Federal law vs. State law as it pertains to handgun purchases. The mandate to buy a lock with a handgun (even with proof of ownership of a safe) is NOT a California law. Federal law came along and did not make allowances for a safe-affidavit as did CA previosuly. Yes, it used to be you could sign the waiver in CA for handguns; US Congress killed that notion a few years ago.
However, the safe-affidavit still applies to longuns.-----------------------------------------------

LA County has no such law - neither does LA City. This is just them reasoning to not open a flood gate of spending their time in taking back returns on gun locks, so they are strictly going by the Federal Law that says you must buy a gun lock for every handgun purchase.Okay, so I show up to the FFL and after a few pleasantries, I kindly ask if I could have a refund for the gun lock I bought because I have a high quality safe that I purchased a few years back and it is DOJ approved and handed him the Safe Affidavit and tell him that I will gladly fill out this form as proof that I own said safe. This would be especially easy for them to reason and justify, if your receipt for the gun lock ALSO showed purchase of a handgun. They could almost say it's in their best interest to NOT allow a return of the handgun lock. Next time, purchase the handgun lock separately, separate receipt - and better off if you do so at a place like Walmart, Kmart, or Big 5.-----------------------------------------------

Even Federal law does not mandate that a lock be purchased or a receipt be provided. It just mandates that a lock accompany the handgun when the handgun leaves the store.Federal law vs. State law as it pertains to handgun purchases. However, the safe affidavit still fulfills California requirements for both handguns and longguns.Last edited by CSACANNONEER; 03-31-2015, 10:52 AM.NRA Certified Pistol, Rifle, Shotgun and Metallic Cartridge Reloading Instructor

I thought the receipt was only required if the transferee was providing his own lock not the dealer just giving him one. I give the customer a free lock and only record the make and model on the DROS. I'd have to contest the auditor's interpretation otherwise I'll be in big trouble. There is 2 different ways the lock is documented for each DROS.
